What's Up With the Vector Coil?

Remember the escort quest, "Ending Their World?" Well, I went on W.O.W. today, but the quest didn't pop up! It was on my quest-tracker, but the guy wasn't giving it! I'm pretty close to leveling up, so is that the problem? I might have to level up first.
